Recommendations for those commissioning evaluations (German version only)

An introductory brochure for the public administration sector

The "Recommendations for commissioners of evaluations" represent a further building block in DeGEval's efforts to achieve a sustainable professionalization of evaluation.

With the "Recommendations for commissioners of evaluations", DeGEval is specifically addressing organizations and public administration institutions such as regional authorities, public corporations, publicly funded institutions, churches and foundations.

The target group are those people who are responsible for, monitor, develop or implement measures in their organizations, but who have had little opportunity to familiarize themselves with the instrument of evaluation and gain their own experience. DeGEval would like to encourage this group of people to make use of the instrument of evaluation and to use it when it comes to giving account or learning from previous processes.

How do you become an evaluator?

Evaluation has become increasingly important in the German-speaking world in recent years. This is indicated not only by the expansion of the fields in which evaluation has become established, but also by the intensity with which evaluation is used in different areas.

At the same time, it can be observed that this growth is not matched in all areas of evaluation by the available personnel resources that appear necessary for professional evaluation. This is primarily due to the fact that evaluation is not yet a designated professional field with corresponding requirements for training and further education. However, the character of evaluation as a cross-sectional science, which brings together requirements from different specialist disciplines, also contributes to this.

The DeGEval - Evaluation Society is addressing this issue with the present recommendations for education and training and would like to make a contribution to the professionalization of evaluation activities and thus to the quality assurance of evaluation itself. These recommendations, which refer to a broad and in part heterogeneous field of practice, must be sufficiently general and require field-specific interpretation and differentiation. Under this premise, they are to be understood as basic requirements and competencies that are essential for the appropriate implementation of evaluations.

The "Recommendations for Education and Training in Evaluation" are intended to achieve two goals: Firstly, the recommendations are intended to provide clients of evaluations with better guidance on what is expected of evaluators and what competencies they should have. Secondly, they are intended to provide a framework for the development of education and training programs and thus also serve as a point of reference for existing and future evaluators.

Recommendations for applying the standards for evaluation in the field of self-evaluation

(German Version Only)

Evaluation must meet high quality standards. For this reason, DeGEval has emphatically pointed out the need for professionalization in evaluation, not least in its recommendations for education and training in evaluation.

At the same time, DeGEval recognizes that evaluation in some fields of practice - particularly social work and schools - is often carried out in the form of self-evaluations or is accompanied by self-evaluations. Self-evaluations are carried out to a not inconsiderable extent by people who have little or no training in the theory and methods of evaluation - self-evaluations are often combined with the aim of qualifying the actors in their original field of action. Self-evaluation has a number of special features that require a weighting of individual aspects with regard to the standards for evaluation; in particular those relating to the role of the evaluator and the specific requirements that can be derived from this.

In order to clarify these particularities, DeGEval - Evaluation Society has developed, adopted, and published recommendations for the application of evaluation standards in the field of self-evaluation.
