The Board is elected by the General meeting and has an integrative function and represents the society to the outside according to the objectives of DeGEval – Evaluation Society.

Starting from applied child and youth welfare Stefan Schmidt found his way to the field of evaluation. He graduated as social worker from the University of Rheinland-Westfalen-Lippe with a diploma thesis in 1996 on the implementation of output-oriented management of youth care and has managed a municipal youth center in Bochum since 1998. He performed goal clarification processes in the center and implemented regular self-evaluations. He completed his Master in Work and Organisation Psychology as vocational education at the University of Hagen in 2004 with an evaluation of the organizational development process on the merging of work and social administration based on the introduction of the Second Book of the Social Code (SGB II). His master thesis was completed during a practical internship at Univation (Cologne). Since end of 2004 Stefan Schmidt is independent evaluator and manages "schmidt evaluation (Cologne)".
One main focus is on the evaluation of external programmes and projects for public clients (regional, national, EU), foundations and other organisations. Based on child and youth welfare the company opened up on further topics and meanwhile carries out evaluations in different fields including labour market, education, democracy, economy and health/nutrition. schmidt evaluation cooperates with different partners in projects and on different topics and fields to be able to carry out also comprehensive and long-term evaluations.
Stefan Schmidt is also active in consulting and accompanying regional and municipal networks in the field of education, early education and integration. He advises and qualifies decision-makers, managers and skilled workers on impact oriented control, internal evaluation, self-evaluation and quality development.
Since 2014 Stefan Schmidt has been teaching quality management in pedagogic institutions within the study programme "Early Childhood Education and Family Studies (Bachelor's program) at the TH Köln (Technology Arts Sciences).
Stefan Schmidt has been a member of DeGEval – Evaluation Society since 2004 and has since then been active in the working group "Social Services". He was speaker of the working group from 2012 until 2016. His main topic during this period was the use of evaluations in political decision processes. He has been Board Member of DeGEval – Society for Evaluation since 2017.
