Since 2003 Frans L. Leeuw is Professor of Law, Public Policy and Social Science Research, University of Maastricht, and the Director of the Justice Research, Statistics and Documentation Center (WODC) of the Ministry of Security and Justice, the Netherlands. Earlier positions were Professor of Evaluation Studies, Utrecht University (1993-2005); Chief Inspector of Education (2000-2003); Dean of the Netherlands Open University Humanities Faculty (1996-2000); Director of the Netherlands National Audit Office’s Department for Program Evaluation and Performance Auditing (1987-1995); Associate Professor at Leyden University for Social Policy Studies (1978-1987); Researcher at Utrecht University (1975-1978) and Fulbright Scholar University of North Carolina at Chapel Hill (1980). He is one of the founders and presidents of European Evaluation Society and is currently the president of the Dutch Evaluation Society. He has authored over 150 articles and books in the areas of program, theory-based, and educational evaluation, crime and justice studies, performance monitoring etc. Since 2000 he is with the Faculty of the World Bank’s evaluation program in Ottawa and acts as an advisor to several public sector organizations (EU, OECD/DAC, Nonie etc.). Recently he was appointed as chair of the Panel of Advice on Development Aid Evaluations of the Netherlands Government.
