Since 2020, Frans L. Leeuw is Professor emeritus of Law, Public Policy and Social Science Research, Maastricht University, Netherlands, and Evaluation advisor to IodParc (research & evaluation institute, UK), the EU and international organizations like the World Bank. Earlier positions were Director, National Institute of Applied Justice and Security Research, Netherlands Ministry of Justice & Security, Den Haag (2003-2018); Co-Director, National Program for Brain and Cognitions Research on crime, justice and security, National Science Foundations, The Hague, 2010-2016; Professor, Evaluation studies, Utrecht University, the Netherlands (1993-2005); Chief-Inspector, Inspectorate for Education, the Netherlands (2000-2003) and Dean, Humanities & Social Sciences Faculty, Netherlands Open University (1995-2000). He is one of the founders and presidents of European Evaluation Society and is currently the president of the Dutch Evaluation Society.He has authored over 150 articles and books in the areas of evaluation (theory, research, methodology, management, and practice), social science research, empirical legal research, big data & technology; knowledge management, performance audits and inspections etc. His practice fields are: Justice & Security, Development (Aid), R & D, Education and Social Cohesion, Brain and cognition studies and policies, programs and interventions dealing with behavior, and organizations and institutions in general.
Furthermore, he works as a Reviewer of European Union commissioned (Impact) Evaluations, Applica Brussel; as a faculty member of The Netherlands School of Public Administration, The Hague; as reviewer of academic peer reviewed journals like the American Journal of Evaluation and Evaluation etc. Additionally he is a member of the Inteval Working Group on Policy and Program Evaluation.
